Lewis Structure Chem help?

I m having a hard time doing this question. it s:

Draw the Lewis structure for NO2? including any valid resonance structures. Why is it that both N-O bonds are significanlty shorter and stronger than a single bond?

Question 5 options:

A. There are not single bonds in NO2?.

B. NO2? has an expanded octet.

C. Lewis structures can not account for true molecular behavior. In reality, both bonds are the same length and have the same strength.

D. The formal charge on Nitrogen and one oxygen is 0 and the formal charge on the other oxygen is -1.

I know how to draw the Lewis Structure but I have no idea why it is the way it is so help would be appreciated!!!
