How Is A.C Power Measured?

OK so i have been learning A LOT ABOUT A.C power.And i am feeling pretty good about it.But my autism is starting to kick in and mutate,and i saw somewhere on here where they were explaining ground and neutral.And one person said (who was right) said that the GFCI/Circuit breaker/Box/Panel measures each voltage across neutral and hot.And when the voltage isn t right or not the same it trips and flips the switch.I was hoping someone could explain if that s true and or how it works and or where that info comes from,thanks.
