Biologically speaking, which 2 individuals are more closely related?

1) A random white man and a random black man? 

OR 

2) A random white man and a random white woman? 

(We're assuming that none of these individuals are family, at least not in the everyday use of the word). 

I'm guessing the white man and the black man are more biologically related to each other in terms of anatomy, physiology, and mental/emotional characteristics because they are both the same sex. However, I think the white man and the white woman are more genetically related to each other because they both descend from a common European ancestor that the black man did not descend from. 

Of course, that's just my guess. I'm not even sure if my question even makes sense. 

So which 2 individuals are biologically and/or genetically more related to each other?
