C1V1=C2V2 ?

I have 3mL of 1M solution of CuSO4. 

If I want to make a 0.75M CuSO4 solution, how much water do I add? 

so c1v1 = c2v2 
1 x 0.003 = 0.75 x 0.004 

Does that mean 
1) I add 4mL water to 3mL CuSO4 to make 0.75M 

OR 

2) I add 1mL water to 3mL CuSO4 to make a total 4mL solution?!! 


Option #2 makes more sense to me but I'm so confused. Any help would be much appreciated..
