Using an Arduino to make a heated blanket depending on the body temperature of the covered person.?

Hello, I am trying to build a heated blanket that works if the body temperature of the patient is 95F or less. What should I do? should you use an Arduino to control everything? or just a thermistor? and how do I use it? I just want some basic ideas to help me build this thing. I already found heating pads that can be controlled depending on the voltage applied, so if the voltage is higher, the temperature of the pads will increase.
